General Billing Information
Sewer Use Rates

Properties with Town Water
Properties that are connected to Town water are billed for sewer use based on water
consumption. Water usage is provided to us from the appropriate water district (Auburn Water
District, Elm Hill Water District, Aquarion Water Company, or the City of Worcester).

The rates for sewer use are set annually by the Board of Sewer Commissioners. The major
factor that affects the sewer rate is the assessment to the Town by the Upper Blackstone Water
Pollution Abatement District. This is the amount that the Town of Auburn has to pay for the
treatment of the sewerage transported to the UBWPAD, as well as the Town’s share of any
upgrades to the treatment plant which are mandated by the Environmental Protection Agency
(EPA) and the Department of Environmental Protection (DEP).

The fiscal year 2017 sewer rates are as follows:

$170.00 per unit for the first 5,000 cubic feet of water use, plus $6.46 per 100 cubic feet for any
use above the 5,000 cubic feet.

This rate is applied to each residential or commercial unit, e.g.:

One Residential or Commercial Unit: 0-5,000 cubic feet = $170.00 minimum charge. Any usage
over the 5,000 cubic feet minimum will be charged $6.46 per 100 cubic feet in addition to the
$170.00 minimum charge.

Two Residential or Commercial Units – 0-10,000 cubic feet = $340.00 minimum charge. Any
usage over the 10,000 cubic feet minimum will be charged $6.46 per 100 cubic feet in addition
to the $340.00 minimum charge.

Three Residential or Commercial Units – 0-15,000 cubic feet = $510.00 minimum charge. Any
usage over the 15,000 cubic feet minimum will be charged $6.46 per 100 cubic feet in addition
to the $510.00 minimum charge.

Properties with Well Water
Sewer bills for homes on private wells without meters are calculated according to the current
DEP Title V Regulations as follows:

110 gallons per day per bedroom times 365 days divided by 7.48. This will give the estimated
cubic feet used, and then the standard sewer use calculation applies.

The fiscal year 2017 sewer rates for residential well customers are as follows:
  • 1 bedroom - $193.76
  • 2 bedroom - $540.50
  • 3 bedroom - $887.26
  • 4 bedroom - $1,234.00
  • 5 bedroom - $1,580.76
  • 6 bedroom - $1,927.50
Sewer rates for commercial accounts with well water vary depending on the size and use of the
building.

Customers with well water have the option of purchasing and installing a water meter, which
would then allow sewer billing based on actual water usage.
